David M. Marks
David M. Marks was born in Milwaukee, Wisconsin and was admitted to the State Bar of Wisconsin in 1982, and the State Bar of Texas in 1983, after completing his preparatory education at the University of Wisconsin – Milwaukee (B.A., 1979) and his legal education at the University of Wisconsin (J.D., 1982). Mr. Marks is admitted to practice before the U.S. District Court for the Western District of Wisconsin, and is a member of the Texas, Wisconsin, Houston and American Bar Associations and the National Association of Bond Lawyers.
Kara E. Richardson
Kara E. Richardson is a native of Corpus Christi, Texas, but has called Houston home since 2000. She is a graduate of Texas A & M University (B.A., 1997) and Baylor University School of Law (J.D., 2000), and she was admitted to the State Bar of Texas in 2000. Ms. Richardson is a member of the Texas, Houston, and American Bar Associations and the National Association of Bond Lawyers.
Ben Morse is a public law attorney with experience on matters involving special districts and economic development. He has advised governmental entities and developers in the negotiation of agreements relating to the construction of public infrastructure, developer reimbursement and economic incentives. Ben has also served as bond counsel, underwriter’s counsel and disclosure counsel on more than 100 public finance transactions involving special districts, school districts, cities, counties and other governmental issuers.
Ben was born and raised in Panorama Village, Texas, a small municipality in Montgomery County, Texas. He is a graduate of The University of Texas at Austin (B.A., 2007) and The University of Michigan Law School (J.D., 2010). Ben is a member of the State Bar of Texas and the National Association of Bond Lawyers.
